Filtration Plant Operator

POSITION OVERVIEW: Shall be a direct, responsible charge operator on an assigned shift.
Operates, controls and maintains instrumentation, electric motors, pumps and valves to purify
water for human consumption; adjusts equipment to admit chemicals into treatment process;
performs laboratory tests and analyses of water to establish potability; and performs general
maintenance work.
SUPERVISION RECEIVED: Works independently, but receives general supervision from the
Superintendent of Water Quality, Chief of Water Treatment, Lead Filtration Plant Operator or
other applicable supervisor. Establishes task priorities within general work assignment and in
accordance with established water treatment procedures. Reports work accomplished to
supervisor.
SUPERVISION EXERCISED: Provides lead task supervision to assigned maintenance
personnel.
EXAMPLES OF ESSENTIAL DUTIES:
● Operates and controls electric motors, pumps and valves to regulate the flow of water
chemicals into treatment plant and process. Adds specified amounts of chemicals to
disinfect deodorize and clarify water. Operates filter beds to remove impurities. Pumps
purified water into storage tanks. Operates all equipment at Filter Plant and Shuttle
Meadow Pump Station.
● Monitors instrumentation and adjusts controls to regulate flow and treatment of water.
Performs sampling and testing of finished water. Performs daily and periodic chemical
and physical tests, in accordance with state and federal regulations of potable water, to
assure quality standards are met. Follows standard safety practices, procedures and
regulations. Responsible for safety instruction to assigned personnel during work shift.
Reports to supervisor any unsafe or unhealthy working conditions.
● Regularly examines equipment for repair or change. Cleans, services and makes minor
repairs to all treatment equipment, including pumps, mixers and related equipment.
Cleans tanks and backwashes filters. Uses hand tools to repair and maintain
equipment. Assists Assistant Chief or Mechanic in major repair and replacement work.
● Records data from gauges and meters. Maintains various logs to record the rate of
filtration, water consumption, demand and reserve storage, fluoride dosage and
chemical dosage.

The Senior Engineer is responsible for providing excellent service to our customers, shareholders and employees by preparing specifications, estimates and overseeing the development of plans, layouts, details and having responsibility for later waterworks projects.

The Senior Engineer is an experienced water expert that performs a variety of duties. Tasks include but are not limited to the following:
Regularly leads projects of critical importance to the organization. Completes difficult assignments without assistance.
Design or supervise design of full range of water or wastewater system infrastructure, including treatment facilities, pumping facilities, and distribution facilities.
Oversee the efforts of third-party design consultants.
Provide technical advice to managerial personnel regarding design, construction, or program modifications or structural repairs.
Perform field inspections to monitor progress and ensure conformance to design specifications and safety or sanitation standards.
Conduct feasibility studies for the construction of facilities, such as water supply systems and water treatment plants. Identify design alternatives for the development of new water resources.
Perform hydraulic analyses of water supply systems or water distribution networks to model flow characteristics, test for pressure losses, or to identify opportunities to mitigate risks and improve operational efficiency.
Gather and analyze water use data.
Conduct cost-benefit analyses for the construction of water supply systems, water pumping systems and water treatment plants.
Review and critique proposals, plans, or designs related to water systems.
Prepare or present public reports on topics such as bid proposals, deeds, environmental impact statements, or property and right-of-way descriptions.
Assist and respond to questions of other engineering and operational personnel.
Mentors Project Engineers and Assistant Engineers and displays leadership as needed.

Minimum Qualifications:
Bachelor's of Science degree in engineering or other related field required
Professional Engineer (P.E.) license required
Demonstrated experience with the design and construction of water-related facilities; Project Management experience skills preferred
Typically requires at least 10 years of water-related experience
Must have Hydraulic and Water Infrastructure Design skills
Project Management skills preferred
AutoCAD skillset preferred, but not essential
Must have General Office Software skillset

Job Description
The Assistant Planner / Planning Engineer position is responsible for providing excellent service to our customers by effectively performing a broad range of responsibilities related to asset management, source of supply planning, capital project planning, and regulatory compliance. The Planning Group handles most planning efforts within the Engineering Department and works across departments on multi-disciplinary efforts, including water conservation, capital budgeting, and supply development. This position will report out of the State Operations Center.
The Assistant Planning Engineer performs a variety of duties. Tasks include but are not limited to the following:
Update and manage the Asset Management program for the Company; participate in efforts to utilize asset management for project planning
Assist with capital planning efforts, including coordinating updates to Capital Improvement Plans (CIPs) with external consultants, updating 5-year plan, internal project prioritization efforts, and siting studies for new infrastructure projects
Assist with regulatory compliance tasks, including but not limited to annual diversion permit and streamflow release reports, diversion permit applications, streamflow release plans, and sale of excess water permit applications
Assist with source of supply efforts, including but not limited to supply assessments, monitoring sources, and Water Supply Plan updates
Adheres to Company administrative reporting policies and controls.
Works closely with local teams to ensure successful communication of information.
Performs additional duties and special projects as assigned.

GENERAL DESCRIPTION
This is responsible engineering technical work involving reviewing plans for water main and sanitary sewer installations, reviewing files for existing installations, locating water and sewer utilities in the field, meeting with contractors and other Town departments, divisions and staff, and preparing reports.
Performs construction inspection, and water main and sanitary sewer main testing as required. This position also has the responsibility for making standard engineering technical decisions related to water main and sanitary sewer construction activities requiring that the employee have knowledge, skill and ability in the water and sewer utility systems constructions field. Work involves responsibility for taking and recording accurate field measurements, reviewing development plans, and determining water and sewer installation acceptability.
Duties include assisting with and designing water main and sanitary sewer pipelines, capital and related construction projects; assisting in the design of major projects; making basic project management decisions and performing assigned administrative tasks according to professional engineering, and Water and Sewer Divisions design and regulatory code standards. Performs engineering calculations and other technical operations in support of Engineering Section projects and assignments. Assists in the development of probable construction cost estimates.
EXAMPLES OF DUTIES
Creates and maintains engineering field records to determine the correct location of existing and replacement water main and sanitary sewer installations.
Prepares for field work by locating files and drawings and coordinating with Water and Sewer Divisions’ operations staff.
Maintains water and sewer engineering records and data related to pipeline inventories, water production, reservoir levels and precipitation.
Reviews development submissions and "as-built" drawings to determine sanitary sewer and water main availability and capacity, and installation acceptability.
Meets with other Town departments, divisions, engineers, contractors, developers and the general public regarding installations, complaints, or potential conflicts between utilities, etc.
Prepares necessary and required reports.
Schedules, assigns and oversees work of staff employees as required and directed.
Participates in the review of Planning and Zoning Commission submissions with regards to water and sewer infrastructure.
Performs other related work as required.
QUALIFICATIONS
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Good knowledge of methods, materials, principles and practices used in the design, construction, installation, repair and maintenance of water distribution and sanitary sewer collection systems. Ability to understand and implement Water and Sewer Rules and Regulations, Technical Standards and Detail sheets as they apply. Ability to research and analyze a wide variety of engineering problems to provide engineering and technical assistance to Water and Sewer Divisions’ personnel and other interested agencies or contractors. Some ability to compile and analyze information to prepare technical reports. Some knowledge of state and local ordinances and codes pertaining to water and sewer systems. Good ability in oral and written communications. Good ability to understand and implement complex oral and written instructions. Considerable ability to establish and maintain effective working relationships with coworkers, municipal employees, contractors, developers and the general public. Good ability to utilize computer programs such as Autodesk AutoCAD, Excel, and other productivity software to prepare and maintain utility drawings and data.
MINIMUM QUALIFICATIONS:
An associate's degree in civil engineering, environmental engineering, mechanical engineering, or construction management plus two (2) years of progressively responsible experience in the water/sewer utility field, underground design and construction of pipelines (storm or gas mains) or an equivalent combination of education and qualifying experience substituting on a year-for-year basis.
SPECIAL REQUIREMENT:
Must possess and maintain a valid State of Connecticut Motor Vehicle Operator’s License.

EXAMPLES OF DUTIES
Performs any task required in the operation, maintenance, repair and construction of the Town’s potable water transmission and distribution system, including pipelines and appurtenances such as fire hydrants, valves, water services, water meters and related equipment of the Water Division using a high degree of skill. Operates and maintains equipment and vehicles of the Water Division including, but not limited to, trucks, dump trucks, excavation equipment, jack hammer, pumps, and all other division equipment. Performs special projects, maintenance of buildings and grounds, and all other work necessary to maintain and improve the Town’s water transmission and distribution system, and facilities. Performs all work in a safe, efficient manner including, but not limited to trenching and shoring activities, and the proper use of personal protective equipment (PPE). QUALIFICATIONS
Required Knowledge, Skills and Abilities:
Considerable knowledge of the facilities, pipelines and equipment of the water system; considerable knowledge of the methods, materials and procedures used in the construction, operation, maintenance and repair of transmission and distribution mains, fire hydrants, water services, water meters, pump stations, and related facilities and equipment; good knowledge of safety standards, procedures and regulations related to assigned work; considerable ability to operate mechanical equipment required in assigned operations; good ability to establish and maintain effective working relationships with fellow Water Division employees, other municipal employees and the general public; ability and aptitude to comprehend, issue and follow clear and concise written and oral instructions; considerable physical stamina to work under arduous conditions; ability to exercise good judgment and work independently or as part of a crew on an assigned task.
Minimum Qualifications:
High school or trade school diploma, or high school equivalency diploma, plus three (3) years’ experience as a Maintainer for a water utility or in the construction field with work experience in the installation and maintenance of underground pipelines (water main, sanitary sewer, storm drain or gas main), and related equipment or two years training in plumbing plus one (1) year of employment as a Maintainer/Laborer for a water utility or in the construction field with work experience in the installation and maintenance of underground pipelines (water main, sanitary sewer, storm drain or gas main), or an equivalent combination of experience and training. Must possess and maintain a valid State of Connecticut motor vehicle operator’s license. A valid State of Connecticut Commercial Driver’s License (CDL) Class B is preferred. A Class II Water Distribution System Operator Certification (DSO II) preferred.
