CERTIFIED WATER TREATMENT PLANT OPERATOR – WINDHAM WATER WORKS

The Town of Windham seeks qualified applicants for a Water Treatment Plant Operator position. This is a full-time position (40 hrs/wk @ $33.00/hr to $39.50/hr, based on the applicant’s qualifications and water treatment plant operator certification level). Under the direction of the Water Superintendent, the Water Treatment Plant Operator is responsible for performing daily operations and maintenance in the Class IV water treatment plant, including a variety of duties associated with treating and distributing potable water. Maintains compliance with all local, state, and federal environmental laws and regulations. Position is classified as an “essential” employee; which means the employee is expected to report to work during emergencies, including inclement weather (i.e., tropical storm, hurricane, ice/snowstorm, etc.), natural or man-made disasters, pandemic, etc.

An Associate’s Degree from a recognized college or university is preferred. Must be a high school graduate or possess a GED supplemented by classroom training in chemistry, technical mathematics, and water treatment/distribution fundamentals; plus at least two (2) years of experience operating a mid to large-scale water/wastewater or industrial facility; or in lieu thereof, an equivalent combination of education, experience, and training that provides the knowledge, skills, and ability to perform the essential functions of the position.

Must obtain and retain appropriate licenses and/or certifications, including possession of a CT Class IV Water Treatment Plant Operator certificate. Must possess and retain a valid CT Driver’s License. SCADA, Electrical, Mechanical, and Plumbing experience preferred. Bilingual (English and Spanish), preferred.

Job Description

Performs skilled work in the construction, maintenance, and repair of water and sewer system

mains, appurtenances, facilities and equipment. Operates construction equipment. Performs general maintenance work.

Essential Job Functions

Organizes work and determines equipment, tools and materials needed. Plans site preparation work.

Services equipment with fuel, lubricants and accessories as needed. Drives equipment or truck to work site. Removes and replaces broken tile or pipe sections.

Operates all equipment assigned to the classification to effect repairs to water and sewer system and restores trenches; turns water valves as necessary. Operates pumps to remove water.

Installs water meters in residential or commercial properties as needed. Maintains, tests and repairs water meters.

Clears debris caused by damaged water or sewer lines from residential or commercial properties; estimates damages for supervisor.

Maintains, repairs and/or installs hydrants, valves, sewers, and manholes; replaces or adjusts grade of manholes, valves or curb boxes; flushes water hydrants.

Performs activities including equipment operation to maintain reservoirs, aquifers and facilities’ grounds.

Performs manual work and leads helpers in laying pipes, repairing roads, and related maintenance work.

Operates equipment to maintain access roads and properties.

Follows OSHA and other standard safety procedures and regulations. Maintains field log books as necessary.

Other Functions

May perform harvesting of commercial forest products.

As needed, operates boat with outboard engine to treat reservoir water.

Performs other duties as assigned.

Must be able to sit or stand or remain in uncomfortable positions for long periods; may lift, push, pick up and/or carry objects or equipment weighing 50 to 150 pounds.

Must be able to see objects far away, close up, and discriminate colors. Able to hear normal sounds with some background noise, distinguish voice patterns, and communicate through human speech.

May be exposed to: chemical hazardous waste materials; blood, other body fluids and tissues; seasonal outdoor weather conditions; high, low and fluctuating temperatures; high humidity or wetness; loud or unpleasant noises; bodily injuries.

Must possess physical ability to utilize respirator as required by OSHA regulations.

Minimum Training & Experience

Graduation from high school or vocational school and three (3) years of related water or sewer system maintenance experience. Equivalent experience may be substituted for minimum experience required. One years’ experience operating heavy construction equipment.

Must hold valid Class B Commercial Driver's License with air brake endorsement, or obtain within one year of employment. Water distribution system certificate as issued by State of Connecticut Department of Public Health at the class of the distribution system (class 2 or 3), or a sanitary sewer collection system certification desirable.

Under the general supervision of the Water and Sewer Administrator, oversees the administrative and financial operations of the Town of Manchester Water and Sewer Department. The Deputy Water & Sewer Administrator is responsible for overseeing the business, financial, and other administrative affairs of the department in such a way as to provide the best possible level of service to Manchester Water & Sewer customers.

The Deputy Administrator will be responsible for the day-to-day administrative and financial management of the department, including customer service, meter services, and accounting. The successful candidate will be a hands-on and collaborative manager, as well as a strategic thinker, with proven experience in accounting, budgeting, customer service, compliance; business operations, and office administration, staff management, and operations.

Essential Job Functions

Responsible for all financial and administrative aspects of Water & Sewer department, including budget, payroll, accounting, accounts payable/receivable, billing, customer service and procurement and revenue management.

Working closely with the Administrator, the Budget & Research Office, and Finance Department, formulates comprehensive short- and long-range capital and operating budget plans.

Leverages technology and implements business process redesign to enhance service levels.

Prepares budget forecasts and expenditure reports, to be presented to Administrator, Budget Office, General Manager, Board of Directors and other staff and public forums as needed.

Develops, implements, and manages all fiscal and administrative policies and procedures to ensure that all procurements, payroll and fiscal obligations, and customer service matters are met and conducted in accordance with federal, state and local laws and best business practices.

Provides general financial and administrative advice, assistance, and recommendations to the Administrator and keeps him/her informed through weekly meetings and/or reports.

Performs varied and highly complex administrative and technical work requiring the exercise of significant leadership, independent judgment, and initiative in the planning, management, and execution of department services to meet the Water and Sewer Department’s financial, business, and operational needs.

Manages a diverse range of technical and administrative employees, acts as the manager responsible in the absence of the Water and Sewer Administrator.

Assists in planning, organizing and directing the operation and maintenance of water supply wells and reservoirs, laboratory, treatment plants, sanitary sewers and a system of distribution mains and pump stations.

Supervises the monthly customer billing for water and sewer services. Confers with customers on and resolves questions and complaints regarding these services. Prepares legal notices for rate schedules, changes or assessments. Operates and maintains computer software for utility billing and other office functions.

Maintains records of receipts and billings, makes recommendations for revised organizational and operational procedures to improve fiscal management of the Water and Sewer Fund.

Maintains records of meter installations, repairs, etc., account adjustments, hand billings, delinquent accounts and assessments. May use proprietary software.

Supervises water meter reading, testing and replacement programs. Supervises water conservation program and cross connection program.

Other Job Functions

Assists in the evaluation of established programs and proposes revisions to improve the level of service.

EXAMPLES OF DUTIES
GENERAL DUTIES:
Directs the work of an assigned crew engaged in the operation, maintenance, repair and construction of facilities pertaining to the Town’s potable water transmission and distribution system including pipelines and appurtenances such as waterservices, fire hydrants, valves, service lines and water meters.

Reads and understands plans, drawings, sketches, and specifications. Prepares daily reports of fieldwork and produces sketches necessary for the preparation of record drawings. Assists with the maintenance and control of inventory used in the work.

Diagnoses, repairs and troubleshoots problems relating to normal assignments, water mains and appurtenances, and performs unusual work where no standard methods or specific directions are available. Exercises independent judgment and works under general supervision only.

Operates equipment and vehicles of the Division, including but not limited to backhoes, dump trucks, and trucks with trailers. Installs, removes and maintains all types of equipment and materials used in the construction and maintenance of the water transmission and distribution system.

Performs special projects, which may include the installation of underground vaults, manholes, or other structures. Performs maintenance of buildings and grounds.

Constructs and maintains access to Water Division roadways and facilities. Assists other Divisions, Town departments, and agencies as assigned. Assists in maintaining dams and watersheds. Performs all other work necessary to maintain and improve the Town’s water transmission and distribution system and facilities. Performs all work in a safe, efficient manner.

Oversees and directs the safety of work sites, including, but not limited to, work zones, roadways, construction activities equipment operations. Ensures safe work practices including, but not limited to, trenching and shoring activities, and the proper use of personal protective equipment (PPE). Ensures that crew members are issued proper equipment and that all equipment is inspected and properly maintained. Trains employees in the correct use of equipment and tools as assigned. Participates in accident investigations and Water Division claims as required. Makes recommendations to the Assistant Superintendent for safety training and programs related to construction and maintenance activity. Performs other related work as required.

ADDITIONAL DUTIES:
Conducts training sessions with subordinates pertaining to safety and protocols, etc., on equipment and processes. May be subject to “on-call” duty, emergency calls and scheduled overtime work as assigned.

QUALIFICATIONS
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
Thorough knowledge of the facilities, pipelines and equipment of the water system; thorough knowledge of the methods,materials and procedures used in the construction, operation and maintenance and repair of water transmission and distribution mains, fire hydrants, water services, water meters, pump stations, and all related facilities and equipment; thorough knowledge of safety standards, procedures and regulations related to assigned work; considerable physical stamina to work under arduous conditions; ability to exercise independent judgment; considerable ability to lay out work, supervise the work of others on a specific task; ability to establish and maintain effective working relationships with employees, and the general public; ability to read and interpret plans and specifications; ability and aptitude to understand and issue clear, concise written and oral instructions.

MINIMUM QUALIFICATIONS
High school, trade/technical school diploma plus five (5) years’ experience as a Maintainer for a water utility or in the field of construction, with work experience in the installation of underground pipelines (water main, sanitary sewer, storm drain orgas main) and related equipment; with two (2) of those years involving supervision of the work of others. Up to two (2) years of post-high school education in an applicable field may substitute for the general experience requirement. Must possess at the date of appointment and maintain in good standing a valid State of Connecticut Class B Commercial Driver’s License(CDL). A State of Connecticut Class A Commercial Driver’s License (CDL) is desirable. A State of Connecticut Department of Public Health (DPH) Class II Water Distribution System Operator Certification (DSO II) is desirable.
